Tom Wolf says he’s reached a deal with legislative leaders to help the state avoid a government shutdown and make deep budget cuts to areas including public education. Wolf says he and Republican legislative leaders struck a deal late Friday that could avert a shutdown at midnight. Wolf says budget cuts will be made to higher education and state services for people with disabilities. Wolf also announced he is proposing an additional $2.5 billion in state spending for 2019-2020. He says the plan will prevent deep cuts in public education. The Democrat says the plan includes a five-year tax plan and will preserve tax credits for low-income Pennsylvanians. Nearly one in three Pennsylvania students are fluent in a language other than English, and this program serves as a crucial aid for those students, a local official says. PA English Language Acquisition (ELA) Coordinator Jennifer Day says the program’s increased funding is one of the biggest ways the state is offering more English language learning options. The program has been expanded to 52 schools statewide, including 30 new programs in Philadelphia, Allegheny, Monroe, Mercer, and Lackawanna counties. Day says there are more than 85,000 students enrolled in ELA programs in public school districts. More than 700 children have received free flu vaccines through the U.S. Department of Health and Human Services’ Child Immunization Program, which covers 5,000 Philadelphia children. Vaccines are critical for a number of reasons, including that, on average, children under 5 years old who are vaccinated have a much lower risk of getting the flu.
